Create EMS management plugin

Not a mainline code task per se, but we need to lay some basic groundwork for the EMS Plugin

1. sketch out the functionality of the plugin
2. design needed database additions
3. create a repository.

CAP or Common Alerting Protocol... Seems like this would be a great feature built in to version 2.
