Features:

Notice boards can be subscribed (except default board)
Notice boards can be unsubscribed (except default board)
Users who have subscribed a notice board are informed about new posts via email
Users get only notifications while being subscribed to a notice board

Important, you need:

local.js file (Data for Nodemailer)
to check backup.sql for new email adresses
access data to log-in into the mailboxes (https://ethereal.email) to see send emails

All points could be fixed, except for the last one. This bug exists before (cf. development), so please create a bug report after or before approving this PR.
