backup concourse data in 3.13 and restore the data to 4.2.1 version. #122

We took backup in postgres database, soon after we have successfully restored in the new deployment. But Team name and other UAA data is not fetched from the database.

Is that a right approach or please share the best way to achieve backup and restore in concourse.
