Add SAML auth config #120

Needed after concourse/concourse#5998 was merged

Would be pretty sick if we just took in a config file à la https://github.com/concourse/concourse/discussions/5891

~I'm reading https://ci.concourse-ci.org/teams/main/pipelines/concourse/jobs/bosh-check-props/builds/524#L5f4a17cc:3:4 and I don't see any CONCOURSE_MAIN_TEAM_* flags in this PR, nor do I see them being ignored -- does this mean the check-props job will still fail?~ holy cow you beat me to it.
