adjust for dep #32

I change package manager to golang/dep from gvt.
This resource is wonderful, but I thought development would not become flourished if it was managed by gvt.
I have tested with dockerfile.

Thanks for doing this but I don't think it's worth the churn right now. I don't think we want to move away from checking vendor in just yet.

Also, I'm a bit hesitant to switch tools again until we can see what vgo turns into. If that becomes "blessed" I'd be happy to reassess the situation here and with the rest of our components.
