In light of concourse/concourse#4963 being opened, I think there's a fairly valid case for using the dummy credential manager as a "quick start" for creating proof-of-concept pipelines.
I think this is especially of use to "Concourse champions" -- folks who, at first, are that weird person at their company who loves Concourse and is pushing for everybody else to be automation-first and keep their CI configuration in code (but, like, more than just a Jenkinsfile). But then they go on to convince some executive to use it and then they've got multiple big clusters in production. I think incarnations of this persona have a strong tendency to actually read the docs so I can imagine this effort having a fairly high ROI.
