Add documentation around workloads possibly falling under the preemptible pool #10

As we don't make use of taints for the preemptible pool, it'd be good to advise people using this that they should explicitly tag their resources when consuming hush-house if they don't want their workloads to fall into such pool.

We're not using a preemptible pool anymore.
