metrics: add `cloudsql` statistics to grafana #23

With our bump to Grafana 6, we're now able to make use of the Stackdriver integration and get metrics from there.

What's even better is that we can leverage the automatic provisioning of datasources: http://docs.grafana.org/features/datasources/stackdriver/#configure-the-datasource-with-provisioning.
