Upgrade node pools to v1.15.4-gke.22 #95

Hey,

GKE just got v1.15 generally available (https://cloud.google.com/kubernetes-engine/docs/release-notes#december_13_2019), which means that we'll be able to leverage Linux 5.0 over there (as part of Ubuntu's 18.04 lts' kernel update).

It'd be great to get us there specially due to improvements to memory reclaiming (see https://github.com/concourse/hush-house/issues/22) and iptables (https://github.com/concourse/concourse/issues/3127#issuecomment-484895481).

masters have been upgraded, starting node pools now (this should take some time)
