deployment/metrics: bump grafana and prometheus #99

grafana

pretty much no k8s object changes on our side, aside from the bump in
the version of grafana (going from `6.4.x` to `6.5.x`).

there are no big new features for us on this one though - the "why" of
this is just to keep us up to date

prometheus

the bump brings no underlying app version changes, but instead, just
chart updates: mostly, unused rbac objects getting removed - no
functional changes to `prometheus` server itself.
