change firewall rule to allow bbr job to reach vault #19

bbr needs to scan all the vms in the deployment, so we need to allow the db vm where the bbr job is running to reach the vault vm @nader-ziada

@pivotal-jamie-klassen we didn't run the script, just changed the firewall rule, is there a pipeline to run this?

@pivotal-bin-ju i'm pretty sure there's no pipeline, this stuff is the bottom of the stack for prod!
