setup ci.concourse.ci to run swift tests #40

The tests on ci.concourse.ci for the resource do not currently run the tests for the swift driver, but do for the git and s3 driver. To be better citizens, we should run all the things!

It would be worth an investigation to have the tests run against a mock swift server.

FYI: I know nothing about how openstack works.
