Add maintainers

@jaimergp and @simonbray have graciously maintained this package feedstock for several years, but we'd like to make a push to train up a primary maintainer inside the AMBER community. This PR adds @dacase so that he has merge access and can add other members of the AMBER community, as well as other folks from the simulation community who can hopefully help out with the transition and and take weight off @jaimergp's shoulders!
