add explicit pinning to ABI version #64

c-blosc2 package version doesn't indicate ABI compatibility, so can't be used reliably for upper bound pinning workaround by tracking ABI version explicitly in a metapackage

closes #62 for future builds, but still needs repodata patch for past builds

It looks like the 'c-blosc2-abi' output doesn't have any tests.

Alternative to this is just do minor-version upper bound, as suggested by @hmaarrfk, which would make only 2.14 the builds broken.
