Package fatrop and blasfeo

casadi devs will introduce in 3.6.6 a really cool new solver for optimal control problems, called fatrop, see:

The feature is based on two additional dependencies:

• https://github.com/meco-group/fatrop
• https://github.com/giaf/blasfeo

As these libraries can be useful also for users besides casadi in conda-forge (see for example the use of blasfeo in https://github.com/acados/acados), it would be cool to add them as conda packages. casadi kind of includes an internal ExternalProject-based superbuild, so that could be a first inspiration for the packaging script:
