Manually add `libnl3` for CentOS 7 #28

PR ( https://github.com/conda-forge/cdt-builds/pull/26 ) added libnl3. However it appears CentOS CDTs for x86_64 and aarch64 packages. This manually adds them so they get packaged.

We should figure out why these did not get generated. Manually generated cdts need to go in the custom cdts and legacy customs cdts folders. Also, all platforms for a given cdt need to be moved there even if one is manaual.
