allow owner/repo syntax for feedstock names

Mitigation for regression in conda-smithy 3.26 (fixed by https://github.com/conda-forge/conda-smithy/pull/1770). Adding this too so feedstock maintainers can just retry their CI at main instead of rerendering on PR and merging again.
