Add CCCL for CUDA 11.8 cross-compilation

In CUDA 11.4 cuda-cccl was split out from cuda-cudart-devel. As a result CCCL is not found when cross-compiling on CUDA 11.8. To address this, make sure CCCL is installed on CUDA 11.8 when cross-compiling.
