Pin vtk-base ? #6306

Solution to issue cannot be found in the documentation.

Issue

Since https://github.com/conda-forge/vtk-feedstock/pull/313/files the run-exports of vtk mention vtk-base, so I guess this should be a package pinned? I noticed this as there is a package (https://github.com/conda-forge/bipedal-locomotion-framework-feedstock/blob/799c4ceec5fb05318f0d65983994f3876538efda/recipe/meta.yaml#L66) that depends on vtk-base, but was not included in the vtk930 migration.
