Release 3.31.1 #1852

With the resolution of issue ( https://github.com/conda-forge/conda-smithy/issues/1847 ), think we are ready to try another release

Seems like just a bug fix. So think a patch number bump is sufficient here. Though please let me know if I'm missing something

Would suggest we do this after the weekend. Like on Monday. Though open to suggestions on timing

Any thoughts on this proposal?

Happy to also have two mini releases to get the stuff running. +1 for Monday as then probably more people can help if more stuff needs fixing.
