Notes:

I removed CUDA 9.2 support for the rc branch to reflect the upcoming change (https://github.com/cupy/cupy/issues/5120).
~~ppc64le is enabled, but for CUDA 10.2 only due to cos8 limitation (https://github.com/conda-forge/conda-forge.github.io/issues/1432)~~
