Support cuSPARSELt v0.4.0+ #225

Two blockers:

  1. CuPy hasn't supported it yet (https://github.com/cupy/cupy/issues/6757)
  2. Newer glibc is required (https://github.com/conda-forge/cusparselt-feedstock/issues/29)
