Switch to CUDA 12.4 compiler #267

Close #265. Following the approach taken in https://github.com/conda-forge/cuda-python-feedstock/pull/39 to bump the CUDA 12 compiler version.

This works smoothly 👍 One minor note is that I currently follow the CUDA Python approach as John suggested and modify the migrator cuda120.yaml, but perhaps it is more robust in modifying conda_build_config.yaml instead. We can revisit this when the migration is being closed.
