Drop `conda_build_config.yaml` #276

As we already configure CentOS 7 in the conda-forge.yml, conda-smithy will use it to configure the Linux OS version used

So we don't also need to specify it in conda_build_config.yaml

Also the global pinning is set to CentOS 7

So we can safely drop conda_build_config.yaml
