Drop conda-build pinning on AppVeyor #1

This pinning on AppVeyor for Python 3.4 64-bit is keeping curl from getting fixes it requires to build properly. We are manually removing this pinning for now. In the future, handling these pinnings will not be part of the CI scripts at all. Instead a package or script will be used instead.

If this passes on everything, please merge ASAP. That way we can get a Windows build of curl.

As this is a change we knew we needed in staged-recipes to build curl and getting curl built is mission critical, going to go ahead merge this. In the next week, we will look at better ways to handle these build tool pinning problems.

👍 on doing this. We will get an automated PR telling us that the feedstock is out of date, but we can ignore that for a week or so (until I'm back from vacation) and then update conda-smithy's templates.
