This PR depends on https://github.com/conda-forge/mumps-feedstock/pull/56 and https://github.com/conda-forge/ipopt-feedstock/pull/34 but seems to be working locally, including tests passing. Note that Windows Python 2.7 support is dropped here due to upstream toolchain limitations. The setup.py seems to want to copy the ipopt.dll, but I'm not sure that is necessary in a conda environment (but the behavior is unchanged here).
