Supporting python27 #10

Can versions of debugpy supporting python27 be added to this recipe? I know 27 has passed EOL, but for codebases in transition, it would be useful to have this available instead of having to go through pip.

There is documentation on how to add re-add Python 2 somewhere in https://conda-forge.org/docs/ Feel free to search for that and provide a PR, I'm not going to do any work for Python 2 anymore.
