switch to new name for libgcc #130

Following https://github.com/conda-forge/ctng-compilers-feedstock/pull/148, which finished up a long-open transition. The old naming still exists as a wrapper, but it would be better not to depend on it anymore.

We're running into resource limits on the Windows build VM here, and the optimization level tuning I did in a previous build is no longer sufficient, it seems.
