Add GPU-enabled version to conda #28

This is a feature request to enable GPU processing in the conda version of dspsr. This would be useful for speeding up processing, especially when working with baseband data.

I looked into this a few years ago and did not end up doing it, I don't remember why. Possibly was just not sure if there would be much demand. I can give it a try sometime soon.
