Windows builds stitll seem to be problematic.

[ ] Used a personal fork of the feedstock to propose changes
[ ] Bumped the build number (if the version is unchanged)

@jakirkham I think the linux build is failing when it tries to detect which GPU the system has.

Is there a library I need to add to the yum_requirements.txt to ensure that the OpenCL code is executable on the machine?
