Adding support for arm64 on OSX & Linux

I'd like support for AMR64 for elixir & erlang. I haven't been successful in getting to build it locally. But according to the documentation, creating a PR would run the build in the CIs automatically. I will delete the PR if that doesn't work as well. I was able to rerender successfully - but didn't checkin the file so I can use the auto-rerender as stated above.
