Add a windows build

• [x] I read the conda-forge documentation and could not find the solution for my problem there.

Issue: At the moment there is no windows build in conda-forge for esmf. Given that both cygwin and mingw are supported platforms, it seems not out of the question to add this to conda-forge as well. That would be a nice addition, unlocking further downstream packages.
