stop republishing pure Python packages

these packages haven't changed in many revisions, but keep being republished as dolfinx gets rebuilt with fenics

It adds quite a bit of time to the rebuild process to rebuild and republish what could have been single noarch: python builds every time there is a petsc/hdf5/etc. update.

Removed packages to be split into standalone noarch: python packages via staged-recipes: https://github.com/conda-forge/staged-recipes/pull/24158 . Merging the staged-recipes PR is not pressing, since they haven't been updated in some years.
