Gazebo does not start on Windows 8

[x] I read the conda-forge documentation and could not find the solution for my problem there. This is related to https://github.com/osrf/gazebo/issues/2899 .

As mentioned in https://github.com/osrf/gazebo/issues/2899#issuecomment-908098859, what happens if you:

Run gazebo --verbose
Try to first run gzserver --verbose in a terminal and gzclient --verbose in another
