add win as binary repack

I tried to follow instructions on https://gitlab.haskell.org/ghc/ghc/-/wikis/building/quick-start . My computer seemed to hang during the extraction of files that the configure script attempted to do.

In the long term, I think we should split out the binary repack/bootstrap stuff we have here into separate "ghc-bootstrap" packages, instead of downloading/using them here. It might make the recipes more natural.
