Special branch for boost 1.82

It would be convenient for me if there were a build of this package that used boost-1.82 but also did not constrain libcxx to 16.*. I've created a special branch of the feedstock (boost-1.82) for that purpose. Currently, that branch is identical to main, but this PR will pin boost 1.82.

(In conda-forge, all branches -- not just main -- are built by CI and their artifacts are uploaded to anaconda.org. That's why we are required to use personal forks for developing PRs, for example.)
