Graph-tool does not support Windows. There is no native Windows binary for this package.
Some users have reported success using the Linux version of the conda package, using Windows Subsystem for Linux (WSL). Another option might be to try using the official Docker container for graph-tool (also a Linux binary, but perhaps usable from Windows if you have Docker installed).
