Closes #119 (hopefully)

This is a quick solution by statically linking the gvpack build. There may be a better way to fix this.

Thanks! ~~FWIW I do not see the issue in my Ubuntu 20.04 WSL environment.~~ Sorry, I was testing the anaconda release. The conda-forge build still segfaults in WSL. The Anaconda releases have worked in WSL and Docker.
