Bring gstreamer upto date #10

This pulls from the anaconda fork and brings it up to date with the most recent version of gstreamer. After merging it'll also produce builds for osx and all linux versions.

This will also produce the gst-plugins-base package - if I understood the code correctly, so after merging, https://github.com/conda-forge/gst-plugins-base-feedstock should be archived (or removed).

The "source" section was expected to be a dictionary, but got a CommentedSeq.
The summary item is expected in the about section.
The recipe must have some tests.

This is clearly not working - I broke it up into https://github.com/conda-forge/gstreamer-feedstock/pull/11 and https://github.com/conda-forge/gst-plugins-base-feedstock/pull/6.
