Add pulseaudio dependecy to build libgstpulseaudio.so.

If the dependency on pulseaudio is not wanted, there could be another output defined, but as it is built the same way the whole good plugins repo is, it would mean duplicating the whole good plugins build to just get one .so file for the extra output. I don't think that would be worth it.
