Is there a problem with the bot? It seems to open two PRs now when a package is updated upstream

Build fails while running msgfmt for both Windows and OSX. The Windows error isn't very useful, but the OSX error says msgfmt needs a newer version of libintl. Unfortunately I don't know enough about the CI system to rectify this.

I'm not convinced it is an OSX SDK issue. typically we haven't seen the need to bump the SDK for osx-arm
