Maintainence fo the gstreamer ecosystem

Comment:

This issue is to track how best to maintain gstreamer related package.

• Odd minor version numbers are development releases and should not be merged in.
• Once a new version is merged here, check the following feedstocks. The bot will have made new PRs but they are expected to fail since they pin on the exact version of gstreamer for best compatibility
