This is a continuation/replacement for #227. I could not do it there since I am not a maintainer yet, thought that is one of the changes included here. Otherwise this is mostly an update of the patches, which should also address #229.

I think the remaining problem is a bug in newer openmpi builds. I filed an issue at https://github.com/conda-forge/openmpi-feedstock/issues/173

I updated the openmpi env for CC_FOR_BUILD, looks like it works now
