make noarch? #13

hdsf3 is pure-python, and the build takes ages on osx. Of course, libhdfs3 does not build on win, but that's OK - the dependencies will not be satisfiable.

Can you clarify a little bit about what you intend in this change?

I think this can be safely considered stale by now. People are generally recommended to use arrow's HDFS library instead or this webhdfs implementation if you are accessing from outside the cluster. (there are other webhdfs implementations worth considering)
