This PR has updated the aarch64 build to cross-compile on Azure instead of building natively on Drone.

Me too....that said, maybe [this scipy issue]( is relevant, especially the comment they mention in the first bullet point (direct link: https://github.com/scipy/scipy/issues/8571#issuecomment-593486822)

Xref https://github.com/conda-forge/status/issues/122 . There haven't been any updates on that issue for a little while so I guess the assumption should be that Drone builds are still having problems. In which case it would be good to fix up this issue. With the number of cross-builds done on conda-forge these days I'm optimistic it won't be too hard to identify a workaround, but we'll see ...

OK, it looks like the cross-compilation mode trips up some relatively simple-minded logic in distutils. I've come up with a patch that hacks around the issue.

(For posterity, I had a first attempt that basically overrode the value of the CC sysconfig variable, but for some reason it only worked on Python 3.10.)
