Looks like the newest Cython is stricter about scoping. I've added a patch which we should send upstream.

@zonca, could you roll another release so that we can fix this without restoring to a patch?

OK, this is still waiting on upstream 1.16.4, which is almost there but is blocked for us on https://github.com/healpy/healpy/issues/870 , which is apparently blocking on a few other infra issues.

(We could go ahead and do this rebuild with the current version and a patch if it becomes urgent, but so far it seems better to wait.)

I set the bot-rerun label to generate a new PR for the cfitsio 4.30 migration, but I haven't seen the new PR yet!

@lpsinger It usually takes an hour or two for the bot to file the new one. I think we have to wait for some cronjob to look things over and decide to file a new PR.
