Use the New Way of building against numpy to broaden compatibility
Tidy up the meta.yaml a bit
Add myself (@pkgw) as a maintainer

Hey @lpsinger @mwcraig @zonca — this PR has been stuck waiting for Travis CI to run for a while, but hopefully it will eventually validate. If/when that happens, does it look OK to merge? This will give us a new version of the package that can be installed against Numpy 1.14, as well as newer Numpy minor releases as they emerge.
