Require sysroot 2.28 on Linux

oneAPI DPC++ requires GLIBC 2.28 or newer, updating the recipe accordingly.

This must have been a glitch, since Linux workflow failed being unable to find sysroot_linux 2.28. Please restart the job

@beckermr Now that sysroot_linux 2.28 is available, I was hoping to use it in DPC++ repackaging recipe.

You'll need the alma8 docker containers since the sysroot exports the glibc virtual package constraint to the run env IIUIC. We have not built these yet.
