fix build number and skip one abseil_cpp

1. Increase build number so that the cuda builds are prioritized on cuda devices
2. Skip one unnecessary abseil_cpp since it is not useful, pending change in global pin
3. Use conda-forge's abseil_cpp instead of bundling
