add cuda-nvcc in next update #239

Solution to issue cannot be found in the documentation.

Issue

jaxlib cuda isn't functional without cuda-nvcc (need ptxas binary). Now that we support cuda 12, and we have cuda-nvcc for cuda 12 in conda-forge, we should add it as an explicit run dep
